To create or modify question categories in Moodle:
1- Go to your course, on main course page below the Title of your course you will click on the More tab.
2- Click on Question Bank from the drop down menu
3- above Question Bank (in bold) you will click the drop down menu and select Categories
4- From here you will have the ability to Add a Category, Show the description of that category or Edit a Category or move a category up or down the list (click three dots).
Move Question Categories:
The three dots to the right of the a quiz category on the Edit Categories Page, the click Move, should allow you to move it to a "Before or After" area.
